Industry Specific ComplianceThe Ministry of Information and Broadcasting (MIB) June 16, 2025, issued the advisory for MSOs to submit/Update Seeding Data or Face Suspension of Registration.

The following has been stated namely: -

• It grants registration to Multi-System Operators (MSOs) to operate cable TV networks with a digital addressable system, requiring compliance with the Cable Television Networks (Regulation) Act, 1995. Under Rule 10(A) of the 1994 Rules, MSOs shall provide required information to the government. 

• An advisory dated February 21, 2022 mandated all MSOs to submit and update seeding data every six months via the Ministry’s MIS portal. Due to non-compliance, follow-up advisories were issued, and non-compliant MSOs were identified. 

• Later, technical issues in the CTMS portal led to the creation of an alternative NIC form for data submission. Despite this, many MSOs either never submitted data or failed to update it in the last six months. 

• It provides:

o Annexure-I lists 553 MSOs who submitted but didn’t update data; 

o Annexure-II lists 252 MSOs who never submitted. 

• It further states that these MSOs shall submit seeding data through the NIC form within 15 days of the advisory.
